Correct. locolour is 8-bit or (256 colour). In konqueror just hover over the image and look for the image bpp (probably 256 for tranparencies in icons). I believe kfile plugins handle this. You can open the image in kolourpaint and choose 'save as' .... then select 256 colours from the drop down. You will be warned that saving in locolor (8-bit) will may compromise transparency.

I believe that "locolor" images (like some of the old icons) have a colour-depth
of 8 bits. You can convert images to 8 bits with Showfoto. Just select color >
depth > 8 bits.
