Are you referring to the LiveCDs, or general package availability?

The reason 3.5.12 was not built on new Ubuntu releases was because the
build system would not function on those new release.  3.5.13 should not
have that limitation, so packages could theoretically (barring major
changes to the underlying Ubuntu core libraries) be built rather rapidly
when a new Ubuntu version is released.
