libjasper is there to provide support for an image format that no one really
uses.  It's probably safe (even for packaging) to compile tdelibs with
WITH_JASPER off and drop the dependency.  It's very unlikely that
anyone will ever notice.

if we talk about (open) jpeg2000 some users might notice.. but well, for development packages hopefully this can be resolved in some way (either by changing code to compile with new  libjasper or adding libopenjpeg decoding)
