environment variable LANG is an interesting idea, but as I have mentioned
earlier, Language does not contain all the information necessary for LANG.
For example, I have Language=cs, but LANG=cs_CZ.UTF-8. Set LANG to a mere 'cs'
would cause me mischief. Therefore, we first needed to have a way for the
user to set all that is needed for LANG.
