No, kubuntu-desktop-kde3 is not supposed to install KDE4 packages.  I have been doing some work related to stripping them out, but obviously did not catch all of them.

If you would like to, I could fix this problem a lot faster if you made a list of the incorrect (KDE4) packages that are being installed.

I am not familiar enough with Launchpad yet to know for sure, but I guess that you would file a standard Launchpad bug and then it would be assigned to me.  I will verify this shortly; in the meantime just use my bugtracker here: http://bugs.pearsoncomputing.net

And: What about bug reports - should they be filed at https://bugs.launchpad.net/~kde3-maintainers? There is no 'submit bug report link' on that site...
