    The first part has just completed download, so the other 2 parts

2 silly questions ...
Q1.  IIRC.  Linux unzip has issues with split files, is it just as easy
as
cat PCLinuxOS_no_TDE_remaster_5sept2015.zip.0* >
PCLinuxOS_no_TDE_remaster_5sept2015.zip
  to recover the file and then unzip it?

Q2.  Is the resulting .iso a hybrid .iso that I can simply dd to a USB
stick?  The "cheapo" notebook/netbook that I use for testing does not
have an optical drive.

Glen I personally don't know if it is a hybrid iso, if not you can create the hybrid yourself without much issues and then dd to the USB if that's the preferred method for you :) I installed to the netbook using the pclinuxos-liveusb tool but you will need to have a usb stick formatted to ext 2,3 or 4 and a copy of pclos running either an installed version or from the iso itself using live mode. :)
