One of the other niches for TDE is also for badly supported hardware. Yes, it is still sometime the case of Linux in 2014.
Newer DE needing advanced and good graphic drivers can't work properly for users like me who are stuck with a brand new computer with vesa or fbdev performance drivers, because the kind of Intel Poulsbo graphic card will never be well supported in Linux. Newer DE can't even deal with basic video.
Also, performance and useability is still better on TDE, with PCLinuxOS being almost the only distro with sane KDE settings out-of-the-box.
