I'm not 100% sure, but if I remember well, most file managers with previews does not show thumbnails previews of very large files, to make sure your computer doesn't stall if you enter in a folder full of very large pictures files.
For me, previews works well in Dolphin and Konqueror, but with its side-bar showing information on pictures, Dolphin is more convenient for picture viewing.

Is it possible that this setting only changes after a logout/login?
