On fedora you have /etc/profiles.d/ with bash scripts that are loaded on boot and when you open a terminal. The scripts load the environment vars.
Do you have this in your distro?

There may be a good reason for you to stick to 3.5.13, but I think even on
7.10 TDE 14.x no more requires HAL, which would be another way to solve your
problem.
