So, copy /usr/share/libtool/libltdl/aclocal.m4 and /usr/share/libtool/config/ltmain.sh to your project directory, overwriting the files that are there already, and try it again. You will need the libltdl and libtool packages installed before you try this. Let me know if it works for you! Tim (I use KDevelop almost daily as well, but I haven't created a new project in a long time, just copied my template project over and over again... ;-))
