Normally I have kicker on my external taskbar panel (bottom on client, top on server) and usually on my pager panels as well. But in this case I have no panels.

I understand it correctly, that for you are not running Kicker?

Are the icons on your desktop?
Alt + F2 opens a window to running the commands?
When you enter there 'kicker' it starts?
Otherwise, look into .xsession_errors that user.
