Fortunately Qt3 is currently required by LSB. It is therefore unlikely to be removed from Debian any time soon.

Note also that TDE preferentially uses TQt3.
I generally agree with the obsolescence of Qt3, primarily due to the fact that it conflicts internally with Qt4, preventing use of a major modern toolkit, and all related libraries, in Qt3 applications. This is the reason TQt exists, to provide a way to keep TDE's foundation working while also allowing for future growth. :-)
