I'm not sure if it's may be considered as a distribution specific. It is at least strange that the two components of a larger whole to each other reedited files. For KBabel are even different contents. And this "strangeness" is independent of the distribution :)
I'm not helping much, but yes, I agree the files at least should be the same even if compiled in two different packages. :)
