Is there any part of TDE that provides this or is this some 3rd party package

On Arch it's owned by Qt4 -- we're screwed..:
build/pkg> pacman -Qo /usr/include/QtGui/qtransform.h
/usr/include/QtGui/qtransform.h is owned by qt 4.8.0-6
