Hello, under Fedora 28, the NIS/YP stuff is 'provided by 'libnsl2-devel', 'libtirpc-devel', and 'rpcgen' packages. Maybe your distribution provides such packages too.

On Debian / Ubuntu rpcgen and rpc headers are still included in libc-dev-bin and libc6-dev.
