I suspect there might be some people who do not want this patch and prefer the current behavior. I've uploaded the patch in the bug report. I hope an overwhelming number of people rejoice and the patch gets merged into R14. :)
Worst case would be that an option is added to one of the Konqueror config pages to show/hide this feature. Personally I like the ability to dicate where the tab goes, as they never seem to automatically pop up where I want them in *any* tabbed browser.
