It is required by koffice-illustration.

They killed the Qt3 frontend and I ported it to TQt, so we don't have to worry about that any more.
It seems it can only built together with kdegraphics package. Don't you plan to separate it so it could be built alone?
I see no immediate need to. If you want to do that then be my guest :) Just be sure to send the patches upstream to us.
