If you are familiar with GNOME perhaps you could help track the code for
that dialog and provide some links here or in the bug report.

Gnome code won't help here:
they just apply settings immediately after changing the slider and the bulb
light on ordinary double click event.
But KDE-style setting dialogs requires apply button so you should manually
keep an eye on the time... anyway it still will be easy to implement for
person who are familiar with trinity/Qt3 code...
IMO here is another issue: could you find some nice artwork for this? eg a
couple of bulbs: lightning and not
