This seems to me to be a distro-specific packaging problem, right? (There
is no problem with Slackware.)

I'm not sure if it's may be considered as a distribution specific. It is at
least strange that the two components of a larger whole to each other
reedited files. For KBabel are even different contents. And
this "strangeness" is independent of the distribution :)
