Looks like a Debian/'buntu only thing. I am not seeing for Slackware. Easy enough to set to OFF. :)
It's not. There are sources on the bottom of the
page.
When libr is installed it allows TDE to add and read
metadata from ELF
executables, such as a preferred icon, time/date of
creation, etc.
