Slavek is going to upload R14.0.3 for Ubuntu 16.04 soon, probably this weekend. I
think this is what he meant.
For the record, R14.0.3 was released about a month and half ago. R14.0.4 is not a released
version yet. There are
preliminary stable builds available that in the end will turn into the official R14.0.4,
but they are (as said)
"preliminary" :-)
