What is the status of the recent ABI/API breakage? Is everything again stable to allow build runs?

Very close, but still not complete. The library APIs and ABIs should be stable again, however I have not had the opportunity to run a full build set with the changes included, so some (many?) packages may still fail to build.
Incidentally this is why the Commits page is not updating at this time; the full resources of the build system are needed as I wrap up these major changes.
