This is important; we should not announce officially until this is done. Copying the 3.5.13 release notes and modifying the copy would be a good idea.

I would like to push out the 3.5.13.1 release ASAP, but unfortunately don't have much time this weekend to devote to the project, so any and all assistance is greatly appreciated!

Do we we need new screenshots or none at all? It seems preposterous to keep using the same one.
