I would be willing to do the work on this to possibly
get it included in
R14 or later. I will be busy all summer however.

Sounds like a good candidate to me!
Running the convert_qt_itself_qt3 and convert_qt_itself_qt3_batch* scripts
from http://git.trinitydesktop.org/cgit/experimental/tree/qt3-tqt3 on the
sources for that application should take care of converting the Q* objects
to TQ* objects. Then you would need to pull in the latest admin/
directory from TDE GIT and fix any compilation errors that were caused by
the automated conversion.
