Yes,
/etc/X11 is in the path search-list, but the files in /usr will override
(if I recall correctly). As long as nothing changes in the future, /etc/ is
fine, but if more is moved into the /usr and various other config directories,
then you may end up with unwanted changes. Just be aware of this case, and if
it happens, you know where to look.
In addition to the /usr/share/X11 files there is also /usr/etc/X11 with
additional configs -- in addition to /etc/X11/...
WTH do devs make these changes??
