I can't build tdebindings against TQt3. Because now we can only build tdebindings against TQt3, does tdebindings require any other package prerequisites other than the basic core packages? Or is tdebindings broken and needs serious attention?

Nope. :) tdebindings will not build against Qt3 (http://trinity-devel.pearsoncomputing.net/?0::5045).
Tim said he will not address the issue (http://trinity-devel.pearsoncomputing.net/?0::5051) and will focus only on building tdebindings against TQt3. So that is what I'm trying to do. I want to know whether I need to build anything else as a dependency other than the core packages. If I do then that would explain some of my tdebindings build problems.

There don't seem to be many dependencies beyond the core + the compilers/interpreters for the languages bindings are being built for. As of 3.5.10, smoke had an optional dep on qscintilla, and ruby appears to have needed rubygems. qtjava wanted QT3 built with OpenGL support--I'm not sure if that matters for TQT.
Given the amount of time you've spent trying to build this package, you probably know as much about it as anyone except Tim by now, anyway. :/
