I was unclear. I was looking for a wiki page where we could post suggested changes to default values for apps, etc.. such as akregatorrc:

[Browser] Close Button On Tabs=true

That kind of discussion probably is deep in the mail list archives or an etherpad.

File an enhancement request and explain why the change should be made. :)
