I remember at one time double-clicking on the device icon and the file list opened in a tab rather than new instance. Do I have something configured incorrectly or is this a bug?

I've only ever seen it open in a new Konqueror window. Was the other option a configuration setting somewhere?

I don't know --- that is what I am asking. Why does double-clicking need to open a new instance anyway? Why not in a tab in the already open instance? Much of the time I want to copy and paste files. Tabs are far more convenient.
