KDE3 doesn't require them. Xfs will never be used as a filesystem on any of my installations.

Apparently on openSUSE 15.2 it's a required. I had to "break" packages whose names I don't remember and don't show up in any logs I can find to get them to install with udisks2 but without xfsprogs, because nothing "recommended" gets installed here except if I choose to install it.
