I just found "transcode" to be missing from devuan beowulf. Aparently it was missing in ascii, also, but I just have not noticed. Is there a drop-in replacement?

Transcode's upstream has been dead for a long time, so it isn't surprising that your distro no longer packages it. If you want to build it yourself, the source and patches that will allow it to compile against modern ffmpeg are available from Gentoo:

Unless someone has done work on k3b that I'm not aware of, I doubt there's a drop-in replacement, although ffmpeg and mplayer's mencoder, among others, should cover the same functionality.
Do we need to adopt this lib (or did we do so already and I didn't notice?)

I did not realise it was gone for that long. Well, maybe I come up with a wrapper for mplayer or ffmpeg.
