Is anybody else experiencing this? For example if I manage files outside of Konqueror, the file pane does not automatically update. I have to refresh the pane to see the changes.

Do you see this in list view mode or icon view mode (or both)?
I am not aware of a configuration setting to disable folder change monitoring, but that does not mean that one does not exist somewhere.

possible reason its what file monitoring using, fam vs gammin
what are u using? u are using a precompiled kde-tde or a build itseflt tde build? u build tde agains what: fam or gamming?

I don't know. Gamin is still packaged in Slackware Current.
