I filed enhancement request 1324 to add a mouse double-click test area (http://bugs.pearsoncomputing.net/show_bug.cgi?id=1324).
If you read the request you'll find a link to a screen shot of such a feature in GNOME:
http://www.bbc.co.uk/accessibility/guides/mouse_easier/doubleclick/linux/gno...
If you are familiar with GNOME perhaps you could help track the code for that dialog and provide some links here or in the bug report.
Thank you!

Gnome code won't help here: they just apply settings immediately after changing the slider and the bulb light on ordinary double click event.
But KDE-style setting dialogs requires apply button so you should manually keep an eye on the time... anyway it still will be easy to implement for person who are familiar with trinity/Qt3 code... IMO here is another issue: could you find some nice artwork for this? eg a couple of bulbs: lightning and not

The idea was not to copy the code but to study the code. :)

In the bug report I submitted several ideas for images. I found copies of the GNOME light bulb images and they are quite nice. Yet GPL or not we don't want to use those images. Let's use our own images.
Another idea for images is to use the browser Back and Forward button images. Any dual combination of existing artwork that reflects observable state changes for a double-click will suffice.
The link in the bug report provides a nice screen shot of the GNOME configuration utility, which is quite similar to Windows too. No need to reinvent the wheel or play the wasteful game of Not Invented Here --- that model works well and is one in which many users are already familiar. If you whip together a test patch I'll help refine and test. :)

I like the bulb icon idea personally; IIRC ktip includes a nice high resolution old-style bulb image which could be used.
