under Fedora 28, the NIS/YP stuff is 'provided by 'libnsl2-devel',
'libtirpc-devel', and 'rpcgen' packages.
Maybe your distribution provides such packages too.

libc-dev-bin and libc6-dev.

As you mentioned gentoo in an earlier mail, maybe you need
net-libs/rpcsvc-proto.
