That points at something wrong with the debian/changelog file. I had this happening sometimes in the past, but I can't recall what the root cause was.

And yet they seem to build successfully? Is this expected?
Not really, this is a bug. I have seen it too sometimes, but I haven't bother fixing it so far :-(
