No, I did read that, but I didn't realize that it's the only way to enable a different cursor set.
Other than a text editor, I don't know any way to change this file's content. I had to put "DMZ-White" and "32" in place of "" to make the changes I wanted.

What is funny in this context: My .Xresources has Xcursor.size: 48 in it and this is quoted by almost all applications but kmails window dividers.
I use Debian, Fedora, Mageia, openSUSE and *buntu with TDE. They're not consistent in whether or which entries in /etc/Xresource*, ~/.Xdefaults or ~/.Xresources are employed by TDE or KDE3 desktops. The existence of the empty entries in startupconfig suggest to me that once upon a time someone started to setup a way for KControl to manage cursors, but never found a way to finish that was consistent among distros before upstream KDE switched to v4 or TDE was forked.
