I have nothing in my control pannel called "Special Windows Settings"
I do have Desktop >> Window Behavior >> Advanced.
Is that what you are talking about?
Pretty much. Right-click on kate's title bar, select Advance, Special Window Settings. Same as KControl, just limited to kate.
