A much safer (but still not guaranteed approach) is to upgrade one version
at a time, and to read and follow all relevant release notes for each
upgrade.
They typically support an upgrade from LTS to LTS, which is what I'm trying here. I
remember there being some issue with TDE going onto 16.04, which is what I'm most
especially concerned about.
