7.3 is the same as any Debian 7 (Wheezy) that's fully updated to the point when they released 7.3. So when I install 7.2, and then update it, I have the same thing you have when you install 7.3 and then update it.
So, I would still look at the held broken packages first.
(I still use 7.2 because I use the live disk with nonfree drivers from http://live.debian.net . They don't have 7.3 yet.)
