WYSIWYG HTML editor that outputs clean HTML code?

Hi All, Completely off topic, and I understand that this is like asking who has the Holy Grail... Anyone have good experience with a WYSIWYG HTML editor that outputs plain, clean HTML code? Anything close to say LibreOffice Writer or MS Word that exports/outputs regular HTML and not a thousand lines of trash to say “Hello World?” While I’m wishing on a star, if it also has a spell-checker and a table of contents creator based on H tags nirvana might just be found!
