If you manually browse to the folder http://ppa.quickbuild.pearsoncomputing.net/trinity/trinity-v3.5.13/debian/po... you will see that it is in fact empty, so I assume its a build problem.
Please upload the new i18n package, since we want to use Trinity in the German language.
