Are you sure the icons change opacity? I have never seen this happen on TDE
- usually only the font color changes.

No, that's right; if you minimize a window, its icon will be shaded or less opaque in the task bar. Looking in the Control Center, I see no way to change this in Desktop => Behaviour/Taskbar/Window Behaviour.
