IMO there is no way but to use xinput, e.g.
xinput --set-prop 'TPPS/2 IBM TrackPoint' 'Coordinate Transformation
Matrix' 1 0 0 0 1 0 0 0 0.1
... but you found that already.
I always used Pointer Acceleration for that, but it's been quite a few
years since I've had to adjust it.
It's on Trinity Control Center / Peripherals / Mouse / Advanced.
There is a big difference between speed and acceleration. Acceleration doesn't
work for adjusting a mouse speed to a constant factor. It only begins
accelerating after the mouse already begins moving. It is not sensitivity.
I also mentioned this already in the OM.
I tried
turning the Pointer Threshold down and Acceleration up to see if that is a
hacky way to change sensitivity. It is not.
