I don't see anything like that (with one exception I'll discuss below).
Here's my laptop driving the main screen plus two external displays
and with probably 100+ Firefox tabs accounting for 90%+ of the load
on the CPU:

The exception I see is an old test laptop with a Mobile Pentium II which
sometimes gets itself into a weird state where the CPU is running so slow
that even just "top" uses 10% of the CPU. However it has been doing this
on and off for years - probably since before TDE forked from KDE.
FWIW I have not tried running TDE as root.
