Unfortunately I don't think there currently is a way to change that. The only place that I would check would be Icon settings, the second tab with the icon effects (if it has a Taskbar entry), but I doubt that it will work (I'm away from computer so can't check right now).
One of the things I've been working on is to add more customizability to the Kicker panel (the milestone is R14.1.0) and I could include there an option to turn off this opacity change and possibly provide an alternative indicator for minimized windows. How does that sound?

In fact, there is something in Appearance & Themes => Icons, Advanced tab, that looks like it ought to work: A selection list shows
Desktop/File Manager Toolbar Main Toolbar Small Icons Panel All Icons Panel Buttons System Tray Icons
but not Taskbar, and setting the effects for Default, Active or Disabled icons to No Effect does not affect the icons in the Taskbar. :-(
