1. locale is set correctly to bg_BG.UTF-8 or en_US.UTF-8 or de_AT.UTF-8

I also created a fresh user and initialized with locale Bulgarian in the
wizard. It resulted in creating ?????????? directory names

It was just a thought. (BTW, I see stuff like this all the time on web pages displayed
by Firefox and Waterfox. I always assumed it was some sort of UTF-8 mismanagement, or
perhaps a windows codepage screwup.)
