This has happened to me before. It turned out
that this MIME type had
gone missing for reasons unknown. The solution was actually simple:
Go to TCC->Mime types options and create a new MIME type named
application/octet-stream. Don't worry about filling anything else.

I don't see TCC -> Mime types options in the TDE menu.
