OK. I was a bit afraid of renaming .kde3 during a running KDE session. That's
why I've not tested this yet. But now I've done it and you're right: It
solved
the problem. Now I can see the menu item "configure shortcuts" again.

are there. I'd bet it's something wrong with your install. Try deleting
both .kde and .kde3 from your home directory to see if that fixes it.
You haven't been messing with kubuntu-default-settings have you?

some days ago I noticed that the krusader of the KDE3 reposity for
intrepid/jaunty does not have the menu item "settings"->"configure
shortcuts" anymore. Do you have the same problem?
How can I change krusader shortcuts without this menu item?

I'm using the Jaunty/KDE 3.5 remix (32-bit), and Krusader has it problem here... By any chance, did you copy your

/home/username/.kde3/share/config/krusaderrc -
from a previous install?

I'm using Jaunty/KDE 3.5 remix (64-bit).
First I copied my krusaderrc from my previous installation. But even
if I
remove the krusaderrc and start krusader the problem remains.
Maybe the problem is only related to 64-bit.
