udev wouldnt help there - kvm switching is usually invisible to computer.
Write a command using xset to set desired repeat rate and delay and put it
somewhere on panel.
My have a following commands in it, usefull not only for kvm but also to
fix wine/vmware messing keyboard/mouse.
setxkbmap
xset r rate 250 30 m 20/10 4
