Plymouth may not actually be part of the problem, but you might try killing it first and see if it helps. It's not needed after startup anyway, but for some reason Ubuntu (and apparently Mint) leaves it running. I have one older machine that still has Ubuntu, and plymouthd takes 5% of the CPU even though it does nothing, so I kill it automatically with a script in cron.hourly.
