I should add you have to have the language installed. The box I'm on right
now only has english language enabled so the above does nothing but
generate an error and launch app in English.
$ LC_ALL=ru_RU.UTF-8 firefox
(process:12242): Gtk-WARNING **: Locale not supported by C library.
